convert decimals into fractions

Does anybody here know anything regarding convert decimals into fractions ? I’m a little lost and I don’t know how to answer my algebra homework regarding this topic. I tried looking all tutorials about it that could help me figure things out but I don’t really get it. I’m having a hard time understanding it especially the topics adding matrices, reducing fractions and exponential equations. It will take me days to answer my algebra homework if I can’t get any help. It would really help me if somebody can suggest anything that can help me with my math homework.
