Let 'c' represent the amount of commission, then a minimum commission of $3,600 (and then assumes that sales less than $15,000 are treated as unavailable):

Let's just figure out the monthly commission that can be attained:

3600<=0.12(15000c)

2*15000 = 30000

So, $30,000 of commisions are required, giving a total sales of:

30000+15000 = 45,000

So, a single $45,000 sales can earn $3,600 and if that sale is repeated each month, then the monthly attained each month would be $3,600.  Of course, each sale is probably less than $45,000 and more information would be required.
