Abby and Beth are having a discussion about who can guess the president's approval rate. Abby guesses 57% give or take 2%, while Beth guesses 73% give or take 4%. The local news announces the president's approval rate is 65%6%. Clay announces the winner to be Abby to be the winner since Abby's guess is closer to the approval rate. Way too many unknown variables factor into what an approval rate is based on.  It would appear that Abby and Beth are sampling a smaller number of voters and some subjective factors.  The numbers of the approvals fall into these brackets: [55,59] and [69,77].  The local news approvals fall into this bracket: [59,71]. 

Beth can argue that 59% is a tie with the local news and Abby can argue that her 69% is more comfortably within the local news bracket.  The local news can argue that 65% is the best approval rate.
