The question is rather general, but start with the prime factors, which are 2, 5 and 7.  Hence, any combination of primes will produce a correct setup of chairs "in equal".  For example, 2 seats per row, 2*5=10 so 10 seats per row, 5*7=35 so 35 seats per row, etc.
