the problem statement requires that we assume each paint is mixed in fixed proportions, 3/4 units is mixed with 15 ml units of blue and 10 ml units of yellow
let 'x' represent a proportional amount of paint, where 15/1000 is 15 ml and 10/1000 is 10 ml:
x(3/4+15/1000+10/1000)=31
x=40
40*(3/4)=30.
(15/1000)*40=0.6
(10/1000)*40=0.4
So 30 liters of red should be combined with 0.6 liters of blue and 0.4 liters of yellow.
