a) What value of x will make SAVE a parallelogram?
b) Find the dimensions of the parallelogram and its perimeter and area.

a) The opposite sides of a parallelogram are parallel and equal thus:
4x - 3 = x + 6
3x = 9
x = 3
b) The dimensions are:
SA = 4*3 - 3 = 9
AV = 3*4 + 5 = 12
The perimeter is:
P = 2SA + 2AV
P = 2*9 + 2*12
P = 18 + 24
P = 42
