1 ft = 1/5280 mi

1 hr = 3600 s

1 s = 1/3600 hr

15 s = 15/3600 hr

15 s =  1/240 hr

The insects rate is

v = (1/5280)/(1/240) 

v = 1/22 mph

We need to find t for d = 1 mi.

Since v = d/t follows t = d/v that is:

t = 1/(1/22)

t = 22 hr

The insect will need 22 hours to crawl a distance of 1 mile.
