Solution:

                         Let the original rectangle has length = L = 2W

                                                                            width = W

                          2(L + 3 + W + 3) = 4L + 2

                         2(2W + 3 + W + 3) = 4*2W+ 2

                      2W = 10

                        W = 5  meter

                       L = 10  meter
