if you are measuring a hair that you know has a width of 65 microns, what possible range of measurements could the device give you?

If the accuracy of the device comes within 10 micrometers, than it could over-measure by 10, or it could under-measure by 10. Meaning that the highest reading it could give is 75, the lowest reading it could give is 55.
So the range of measurements would be expressed as: 55 < X < 75.
