D% = 100 * (x2 - x1) / x1 where x1 is the initial value and x2 is the final value.


In our case we have


x1 = 70

x2 = 85


D% = 100 * (85 - 70) / 70


D% = 150/7 = 21.428571 that is


D% = 21.4 to the nearest tenth


The percent of change is 21.4%.
