the total quantity of the cleaning solution is 10 + 8 = 18 qt
the solution will have
baking soda = (4/100) * 10 = 40/100 = 0.4 qt
soap = (45/100) * 8 = 360/100 = 3.6 qt
concentration = (baking soda + soap) / total quantity
concentration = (0.4+3.6) / (10+8)
concentration = 4/18
concentration = 0.222
