l + w => 31


the length is 7 cm more than twice the width


l = 7 + 2w


7 + 2w = l


w = (1/2)(l - 7)


plug w = (1/2)(l - 7) into the inequality l + w <= 31


l + (1/2)(l - 7) => 31


by solving we find


l => 23
