The wording of the question is a bit suspect because 'y' would appear to be "The amount of electricity required to run the manufacturing operations and lighting the facility", yet "Running the manufacturing operations requires 12 watts".
Solving "y = 12x + 24" gives "0=24", which makes no sense whatsoever, although one is inclined to say that 24 watts must be required, 12 of which run the operations and 12 of which run the lights...
I'd guess that maybe only the lights are on and 24-12=12 watts of power are required to run the lights.
