since they have enough material for 296 sq ft. and the area of the strip = the total area together with the strip - the are of the pool we have:
(w + 2s)(l + 2s) - lw <= 296
(30 + 2s)(40 + 2s) - 30*40 <=296
by solving we find:
s <= 2
