Let x1 be the longest side, x2 the middle side and x3 the shortes side.
Then as text says
x1+x2+x3 = 46
x1=x3+7
x2=x3+3
x3+7+x3+3+x3=46
3*x3=36
x3 =12 cm
x1= 12+7=19 cm
x2=12+3=15 cm
