Flip the problem over and look at it from a different perspective.
In one hour, the two crews together repaired 1/4 mile. One crew could repair 1/6 mile in one hour, so the other crew would repair 1/4 - 1/6 = 1/12 mile.
That crew working by itself would require 12 hours to repair the 1-mile section of road.
