If she has over $250 in bills, this is what the first plan would cost:
$160 + 0.4 ($250 - $260) = her cost
$160 + 0.4 (90) = her cost
$160 + $36 = her cost
$196 = her cost
With the second plan, her cost would be
$250 + 0.3 ($250 - $250) = her cost
$250 + 0.3 * $0 = her cost
$250 = her cost
Therefore the first plan is better for her.
