These should be graphed using the web solver. Equations which are parallel and never touch are inconsistent, otherwise consistent. The equations provided were no doubt in error and we assume that "12x10y=2" is intended to be a linear equation "12x-10y=2". Both equations graph to the same standard form and therefore the entire set of real numbers is a valid solution, hence consistent.
