Let the rate of pay for Janet be x dollars per hour.

The the foreman's payment is x + 9 dollars per hour.

If $1 is subtracted from foreman's rate we have a rate of x + 9 - 1 = x + 8 dollars per hour.

x + 8 = (3/2)x
