the wording of this problem contains incorrect statements... we assume that the expected cost was 109 million dollars in 2002, but four years later, 2006, it was expected that the budget would over by 44 million dollars... so we further assume that the question is asking by what percent was the over-budget cost estimated?
...otherwise, there are several different ways to interpret that problem statement. The phrase "By what percent didn't the actual cost exceed..." is completely ambiguous when all the numbers reference to 'estimates'.
An overage of 44 millions would be expressed in percentage as:
