we assume a 12-hour clock
for every hour the hour hand moves 360/12 = 30 degrees
for every minute the minute hand moves 360/60 = 6 degrees
the angle of the hour hand:
9 hours = 9*30 + (10/60)*30
the angle of the minute hand:
10 minutes = 6*10
the difference between the two angles:
9*30 + (10/60)*30 - 6*10 = 215
the two hands make an angle of 215 degrees, sweeping clockwise from the minute hand to the hour hand
