If x any are consecutive integers and y > x (more students are allowed to register than have access to grades) then we can write
y = x + 1
The product of the two percentages is 306 that is
x*(x+1) = 306
X^2 + x - 306 = 0
The solutions of this quadratic equation are
x1 = 17
x2 = - 18
Since the percentage must be positive number the solution is x = 17.
