(a times ten raised to the power of b), where the exponent b is an integer, and the coefficient a is any real number.

0.00777*4.5/270.000 = 7.77*(10^(-3))*4.5 / 2.7 * (10^(5)) = 12.83 * (10^(-8)) = 1.283 * (10^(-7)) approximately.
