Let X be the speed during snow storm     and  then 2X be the speed in return trip in rainy whether.

Let T  be the time duirnf snow storm so that T-4 is time of return trip.

X=192/T.

2X=192/(T-4).

By dividing

2 (T-4)/T.

2T-8=T.

2T-T=8.

T=8.

speed of going =192/8=24mph.
